What decided it

The moderate harm to the significance of the Grade II listed building from the visual impact and material incongruity of the proposed extensions outweighed the modest public benefits and could not be justified under the heritage protection policies of the Framework and the Tunbridge Wells Local Plan 2025.

The modest public benefits of improved internal floor space, energy efficiency, economic benefits during construction, and biodiversity support were outweighed by the substantial weight given to the harm to the designated heritage asset
