What decided it

The installation of metal railings above the main roof ridge line was visually incongruous and would facilitate intrusive residential activity harmful to neighbours' amenity, whereas the balustrading on the rear extensions, particularly when supported by detailed plans and conditions as in Appeal B, achieved an acceptable balance between design quality, local character, and neighbour amenity.

The benefits of providing private outdoor space for flat occupiers and promoting health and wellbeing were outweighed by the harm to character and appearance from the roof-top railings and the unresolved means of access in Appeal A, but were acceptable in Appeal B where detailed plans and conditions could adequately control the installation and safeguard neighbour privacy.
