What decided it
The significant harm to the character and appearance of the area caused by the scale, massing and suburban layout of the proposed development within the backland site's semi-rural, wooded setting, combined with the loss of a bungalow contrary to housing mix policy, outweighed the modest housing benefits even under the tilted balance.
The modest housing benefits of one net dwelling of an executive type already prevalent in the area were significantly and demonstrably outweighed by the substantial harm to character and appearance and the considerable harm from loss of a bungalow, such that the proposal did not represent sustainable development.
