What decided it
The excessive scale and poor design of the balustrade, combined with unacceptable direct overlooking of neighbouring properties, outweighed the benefit of providing outdoor amenity space to a family flat.
The benefit of providing a private roof terrace to a four-bedroom family flat without access to private outdoor space did not outweigh the unacceptable harm to character and appearance and the unacceptable harm to neighbouring privacy.
