What decided it
The proposal does not result in the loss of a family dwelling and therefore does not conflict with the aims of Policy CP21 to maintain balanced and mixed communities, and the communal spaces are adequate to accommodate the proposed residents.
The benefits of accommodating a range of housing needs and the fact that the building was already in HMO use outweighed the Council's concerns about the concentration of HMOs in the locality and the minimal communal space provision.
