Main issues, as the Inspector framed them
- The effect of the proposed development on the character and appearance of the Round Hill Conservation Area
What decided it
The consistent retention of timber sash windows along Richmond Road forms a key feature of the Conservation Area's character, and the loss of these traditional windows on a street-facing elevation would cause moderate harm to the designated heritage asset that cannot be outweighed by the private energy efficiency benefits to the appellant.
The moderate harm to the significance of the Round Hill Conservation Area, which attracts great weight under Policy HE6, outweighs the private benefits arising from improved energy efficiency and insulation.
