What decided it
The uPVC material and thicker window frames would be discernible at street level and would not be sympathetic to the character of the existing buildings or street scene, detract from the positive contribution the buildings make to the conservation area, and the public benefits were insufficient to outweigh the less than substantial harm to the designated heritage asset.
Less than substantial harm to the character and appearance of the conservation area was not outweighed by the claimed public benefits of improved insulation, ventilation, energy efficiency and noise reduction, which were insufficiently quantified and not demonstrated to be achievable only through this scheme.
