Main issues, as the Inspector framed them

  • Whether the appeal scheme preserves a Grade I listed building, known as 'Nos 1-29 and attached railings' and any features of special architectural or historic interest that it possesses
  • The effect on the character and appearance of the Brunswick Town Conservation Area

What decided it

The irreversible loss of historic fabric and failure to preserve the authenticity and historic integrity of the Grade I listed building, combined with insufficient public benefits to outweigh the considerable importance and weight given to harm to a designated heritage asset of exceptional interest.

The considerable harm to the Grade I listed building's significance was not outweighed by the limited public benefits of investment, damp remediation and access improvements, as the appeal scheme did not represent the least harmful option and was not necessary to secure the building's viability and long-term conservation.
