What decided it
The Secretary of State found that exceptional circumstances existed and that the development was in the public interest under NPPF paragraph 183, with the limited harm to the AONB outweighed by the substantial benefits of housing delivery and the significant weight attached to the emerging Local Plan allocation.
The substantial weight of benefits (housing need and delivery, BNG, recreation, highway safety improvements, heritage and landscape benefits) outweighed the great weight given to limited harm to the HWAONB, moderate weight harm from development outside the limits of built development, and very limited weight harms to air quality and the eLP plan-making process, such that material considerations indicated permission should be granted despite conflict with the development plan.
