What decided it

The proposal would not comply with Policy AAP1 and allocation NT5 because it would not be brought forward as part of the comprehensive masterplanned development required for the area, and would intensify commercial use on land designated for public open space and adjacent to proposed residential development.

The appellant's individual business expansion needs and the Framework's support for economic growth were outweighed by the requirement for comprehensive masterplanned development of the regeneration area to balance economic, social and environmental objectives.
