The substantial harm to the character and appearance of the host property and surrounding area caused by the mansard roof and dormer windows, which would be a stark contrast to the prevailing roofscape and would interrupt the uniform street scene, outweighed the appellant's desire for additional accommodation.
The desire to create additional accommodation to meet family needs was given some weight but was substantially outweighed by the harm to character and appearance and conflict with the development plan.
