The harm to highway safety, the free flow of traffic and the efficient operation of the Strategic Industrial Land outweighed the benefit of putting the vacant site to use and supporting the appellant's vehicle dismantling business.

The benefit of parking vehicles in connection with the car dismantling and recycling use was outweighed by the harm caused to the wider industrial estate in terms of highway safety, traffic flow and operational efficiency.
