What decided it

The public benefits of the proposal, principally an electric charging point, do not outweigh the less than substantial harm to the character and appearance of the Preston Park Conservation Area caused by the loss of the front boundary wall and dominance of hardstanding.

The less than substantial harm to the conservation area was not outweighed by the public benefits of the proposal, which tilted the balance against the development.
