The proposed extension would make the building a far more dominant and visually prominent feature that would appear out of keeping with its local setting and distract from the significant features of the Conservation Area, and this harm to the heritage asset is not outweighed by the minimal contribution to housing supply.
The less than substantial harm to the Stroud Green Conservation Area was not outweighed by the very small contribution to local housing supply, and the heritage protection policies of the Framework provided a clear reason for refusal notwithstanding the absence of a five-year housing land supply
