What decided it

The Average Daylight Factor modelling in the Daylight and Sunlight Report was not sufficiently robust, with only marginal exceedances of BRE guidance values and inadequate justification for adjusted reflectance assumptions, such that the proposal could not be demonstrated to provide adequate natural light in all habitable rooms as required by Class O of the GPDO.
