Appeal A: the development's visual obtrusiveness and serious harm to Green Belt openness, combined with failure to prove immunity from enforcement action, outweighed any claimed justification. Appeal B: the building's qualification as an agricultural building exception under NPPF paragraph 149 and its unobtrusive location within the Green Belt.
