The Council's inability to demonstrate a five-year housing land supply engaged the tilted balance, and the significant weight given to the housing (including affordable housing) benefits outweighed the moderate landscape harm identified.
The moderate harm to the character and appearance of the countryside, given moderate weight, was outweighed by the significant weight given to the contribution to housing needs and modest economic benefits, such that adverse impacts did not significantly and demonstrably outweigh the benefits when assessed against the Framework as a whole.
