The considerable weight to be given to the less than substantial harm to the Hove Station Conservation Area and the setting of the listed building would not be outweighed by the various benefits individually or cumulatively, and the presumption in favour of sustainable development is not engaged due to the clear reason for refusal arising from the Framework's protection of designated heritage assets.
