What decided it

The proposal would fail to preserve the special historic interest of the Grade II listed building due to the increased scale, mass and prominence of the replacement porches, which would form incongruent modern additions unsympathetic to the aesthetic and architectural qualities of the heritage asset, and no public benefits were demonstrated to outweigh this less than substantial harm.
