What decided it
The unjustified less than substantial harm to the significance of the Grade II listed buildings and the Conservation Area provided a clear reason for refusal that was not outweighed by the public benefits.
The great weight given to less than substantial heritage harm and significant weight given to AONB landscape harm were not outweighed by the significant weight attributed to housing, affordable housing and other benefits, so the balance tipped against both proposals.
