The exceptional quality of the UPVC sash window design, which is virtually indistinguishable from timber at normal viewing distance, combined with the presence of existing UPVC windows in the street and the road's principal aesthetic character deriving from its terraced form rather than window detail, justified an exception to the normal policy requirement for traditional materials in the conservation area.
