What decided it

The substantial harm to character and appearance caused by the disproportionate scale and bulk of the building, which conflicts with development plan policies and Framework design objectives, outweighs the moderate housing benefits despite the Council's shortfall in five-year housing land supply.

The moderate housing benefits and efficient use of a sustainably located windfall site were significantly and demonstrably outweighed by the substantial weight given to the conflict with design and character policies and the Framework's environmental objectives for well-designed places.
