Although the Council cannot demonstrate a five-year housing land supply and paragraph 11(d) of the Framework would normally be engaged, the heritage asset protection policies in footnote 7 apply and the presumption in favour of sustainable development does not apply; the substantial weight attached to harm to the conservation area outweighs the limited private benefits of the proposal.
