What decided it

The inadequate provision of communal space for cooking, eating, relaxing and socialising in both qualitative and quantitative terms rendered the accommodation unsuitable for future occupiers.

The locational advantages of the HMO and the inadequate local housing land supply were outweighed by the poor quality of accommodation and the conflict with Policy QD27 on residential amenity.
