What decided it
The proposal constitutes inappropriate development in the Green Belt which, by definition, is harmful and cannot be justified by the modest housing benefits offered, as Green Belt protection provides a clear reason for refusal under the tilted balance.
The modest benefits of delivering one additional dwelling and construction-phase economic benefits were outweighed by the substantial harm to the Green Belt by reason of inappropriateness and harm to openness, such that very special circumstances do not exist.
