What decided it
The proposed access would result in an erosion of the area's open and verdant character through an increase in built form and hardstanding that would be readily perceptible and incongruous with the surrounding countryside, and the tilted balance under NPPF paragraph 11(d) does not apply because no additional housing is proposed.
The adverse effect on character and appearance outweighed any other considerations, as the tilted balance was not engaged and no material considerations indicated the decision should be made other than in accordance with the development plan.
