What decided it

The dormer's box-like style, excessive bulky size, and position covering almost the entire roof slope would create a visually obtrusive and incompatible addition that would unduly detract from the character and appearance of the Conservation Area, contrary to Section 72(1) of the Planning (Listed Buildings and Conservation Areas) Act 1990 and relevant development plan policies.
