What decided it
The Council's inability to demonstrate a five-year housing land supply engaged the tilted balance under paragraph 11(d) of the Framework, and the moderate benefits of the additional dwelling outweighed the limited harm to character and appearance.
The limited adverse impacts on character and appearance did not significantly and demonstrably outweigh the moderate benefits of providing an additional dwelling in a borough with a housing land supply shortfall, and the presumption in favour of sustainable development applied.
