What decided it

The independent viability assessment demonstrating that the scheme would not generate sufficient surplus to support affordable housing and other infrastructure contributions, thereby satisfying the exception in Policy IPC1.

The benefits of the scheme in contributing to meeting local housing needs in an area with acknowledged shortfall of housing land outweighed the absence of contributions for affordable housing, open space and education, which were rendered unviable by demonstrated cost increases.
