What decided it
The Council's inability to demonstrate a five-year housing land supply, combined with the material benefits of housing delivery, biodiversity net gain, and improved public open space, outweighed the conflicts with the development plan's open space and nature conservation policies.
The adverse impacts of the loss of designated open space and local SINC, and less-than-substantial harm to the listed building setting, were outweighed by the benefits of housing delivery (up to nine dwellings), biodiversity improvements, provision of publicly accessible open space, and economic and social benefits, applying the presumption in favour of sustainable development under NPPF paragraph 11(d) due to the lack of five-year housing land supply
