What decided it
The Council's inability to demonstrate a five-year housing land supply, combined with the fallback position of an approved scheme and the limited incremental harm of the additional 17 dwellings, meant the benefits of the proposal outweighed the identified harm to character and appearance.
The adverse impacts of limited and localised harm to character and appearance did not significantly and demonstrably outweigh the benefits of housing delivery (17 additional dwellings beyond the fallback), the fallback position itself, and economic, social and environmental benefits, when assessed against the policies in the Framework taken as a whole.
