What decided it
The adverse effect on the character and appearance of the High Weald National Landscape and the rural area, arising from the increased prominence and suburban appearance of the proposed dwelling, which would conflict with development plan policies requiring development to maintain landscape character and not be more obtrusive.
The harm to the National Landscape identified by the Inspector meant that policies in the Framework provided a clear reason for refusing the development, so the presumption in favour of sustainable development did not apply and the proposal conflicted with the development plan with no material considerations of sufficient weight to outweigh this conflict.
