What decided it

The harm to the living conditions of future occupiers (particularly lack of natural light and poor outlook) combined with less than substantial harm to the conservation area, which together outweighed the limited public benefits of providing a single dwelling in an area with insufficient housing land supply.

The less than substantial harm to the significance of the conservation area and the adverse effects on living conditions of future occupiers were not outweighed by the limited economic and social benefits of the proposal and the provision of a single dwelling, particularly given the identified deficiencies in living conditions meant the dwelling would not constitute a genuine public benefit.
