What decided it
The fundamental design of the scheme would create a harmful sense of enclosure and inadequate privacy for future occupants, with the proposed mitigation measures (integral blinds and obscure glazing) creating an unacceptable choice between privacy and outlook, which significantly and demonstrably outweighs the moderate benefits of housing delivery in a sustainable location.
The significant harm to living conditions of future occupants and conflict with development plan policies outweighed the moderate benefits of delivering two accessible dwellings in a sustainable location with good public transport access and the reuse of an under-utilised building, resulting in dismissal of the appeal.
