The proposed extension would substantially increase the bulk and scale of the outshot to become comparable to the original dwelling, eroding the clear hierarchy and subservient relationship, and the expansive glazed balcony would overwhelm the eastern gable, resulting in substantial harm to character and appearance that would not be outweighed by limited functional benefits.
