What decided it

The unacceptable harm to the character and appearance of the streetscene and to the living conditions of neighbouring occupiers outweighed the benefits of housing delivery in circumstances where the Council could not demonstrate a five-year supply.

The benefits of infill housing delivery were outweighed by the significant and demonstrable adverse impacts on character and appearance and on neighbouring living conditions.
