What decided it
The proposal would cause less than substantial harm to the character and appearance of the Highgate Conservation Area by introducing a solid, imposing brick wall that conflicts with the prevailing low walls and railings and diminishes the distinctive verdant character of the street, and this harm would not be outweighed by the limited private benefits of providing security to the dwelling.
