What decided it

The absence of sufficient substantive evidence of the agricultural operations on the farm, including animal movements, feed receipts, and land documentation, meant the Inspector could not be satisfied that the proposed building was reasonably necessary for the purposes of agriculture within the unit as required by the GPDO.
