What decided it
The presumption in favour of sustainable development under paragraph 11(d) of the Framework, engaged due to the Council's inability to demonstrate a five year housing land supply, meant the identified harms did not significantly and demonstrably outweigh the benefits of the scheme.
The adverse impacts, including conflict with settlement strategy policies, landscape and visual harm, less than substantial heritage harm and loss of BMV land, were found not to significantly and demonstrably outweigh the benefits of the scheme (32 dwellings including 40% affordable homes, open space, biodiversity enhancements and economic benefits), so the presumption in favour of sustainable development tipped the balance in favour of granting permission.
