For Appeal A, the public benefits of maintenance access and structural improvements to the heritage asset outweighed the limited harm from loss of historic wall fabric; for Appeal B, the limited public benefit of under-cover storage did not outweigh the harm to the setting caused by introducing a substantial modern structure into the tranquil walled garden.
