What decided it

The upper-floor sign's elevated and highly prominent position would be seen in isolation and contrast unfavourably with the predominant lower position of nearby commercial signage, causing unacceptable harm to visual amenity, whereas the ground-floor signs would be assimilated into the commercial backdrop and cause no such harm.
