What decided it
The substantial benefits of redeveloping a brownfield site for much-needed homes and other identified needs, in a Council area lacking a five-year housing land supply, outweighed the limited heritage and amenity harms identified.
The substantial weight given to brownfield housing delivery and sustainable location, together with significant weight to townscape enhancement, biodiversity net gain, jobs and public realm, outweighed the great weight given to less than substantial heritage harm to the FCH and the limited weight given to harm to non-designated heritage assets and neighbouring living conditions, tipping the balance in favour of the proposal.
