The prominence and visibility of the front lift shaft from Roebuck Lane and its harmful effect on character and appearance could not be mitigated by the proposed cladding, whereas the rear lift shaft's lesser prominence and the significant disruption that would result from replacement works justified allowing that part of the appeal.
