The Unilateral Undertaking preventing implementation of the previously approved Leisure Outbuilding and 2009 Scheme cart lodge alongside the appeal proposal provided a clear and convincing justification for the less than substantial heritage harm, as the proposed development would be less disruptive to the significance of the heritage assets than the fallback development.
