What decided it

The failure to demonstrate, beyond all reasonable scientific doubt, that the proposal would not have an adverse effect on the integrity of European sites due to insufficient nutrient credits and lack of a secured legal mechanism for recreational disturbance mitigation.

The modest benefits of housing supply, reuse of previously developed land, and contribution to local vitality were insufficient to outweigh the identified harm and development plan conflict arising from the failure to adequately mitigate effects on European sites.
