What decided it

The communal living space of 26m2 falls short of the minimum 28m2 required by Policy DM7 supporting text for a 7-person HMO, and the space would not function effectively in both quantitative and qualitative terms.

The benefit of one additional HMO bedspace is outweighed by the adverse impact of providing accommodation which does not meet minimum space standards and would not represent a satisfactory living environment
