What decided it
The failure to secure the self-build exemption from BNG requirements through a planning obligation, combined with insufficient evidence that the 10% BNG objective could otherwise be met, resulted in significant harm that outweighed the modest housing benefit under the tilted balance.
The modest benefits of a single dwelling to housing supply were significantly and demonstrably outweighed by the significant harm from the failure to secure Biodiversity Net Gain, despite the out-of-date development plan and shortfall in five-year housing land supply.
