The harm to a designated heritage asset of particular importance provided a strong reason for refusing permission under paragraph 11(d) of the Framework, and the moderate positive weight attached to the social and economic benefits of one dwelling did not outweigh the considerable importance and weight given to the less than substantial harm to the conservation area's significance.
