What decided it

The proposal would not provide for a safe and suitable access for all users, creating unacceptable effects on highway safety through inability to accommodate larger vehicles and increased traffic conflicts on a substandard access, which amounts to significant and demonstrable harm outweighing the housing supply benefits.

The benefits of effective use of previously developed land, sustainable location, and modest housing supply were outweighed by the unacceptable effect on highway safety and failure to secure a well-designed place, even applying the tilted balance under paragraph 11(d) due to the Council's inability to demonstrate a five-year housing land supply.
