What decided it

The loss of historic glass and disruption to the uniformity of single glazing within the listed building, combined with the absence of compelling evidence that the proposed works represent the least harmful means of achieving thermal efficiency improvements, meant that the public benefits did not outweigh the heritage harm to which great weight must be attached.
